MEXICAN HOUSE REQUESTS REVIEW OF THE CUBAN FIVE CASE

Mexico, Feb 26 (PL) The plenary of the Mexican Chamber of Deputies has approved an accord requesting that the United States attentively review international norms in the case of the five Cuban antiterrorists unjustly imprisoned in the United States.

 The House declared that U.S. authorities heed the opinion of the UN Human Rights Commission Working Group on Arbitrary Detentions, to the effect that the detention of these Cubans is arbitrary and violates the necessary guaranties of the judicial process.

 In Thursday’s session, the legislators approved a proposal presented by PRD Deputy José Jacques (Democratic Revolution Party) in favor of the actions of the Cuban government to safeguard the human rights of the five antiterrorists.

The proposal was backed by his colleagues Félix Castellano (Covergence) and PT Pablo Arreola (Labor Party).

 This instance of the Congress of the Mexican Union, with attendance of the 412 legislators from their 500 administrative districts, also asked the Foreign Relations Secretary to present this approved accord to the United States Government.

The House Political Commission, formed by the coordinators of the eight political parties, approved this request in its meeting last Tuesday.

 The parliamentary text condemns the violation of the human rights of prisoners René González, Fernando González, Antonio Guerrero, Gerardo Hernández and Ramón Labañino.

 A similar demand was approved by the Senate last week in another accord, presented by Senator Rosario Robles (PT), and PRD Senators Yeidkol Polevnsky and María Romo, supported with the presence in the Senate of former Mexican Chancellor Rosario Green, of PRI (Institutional Revolutionary Party).

Points of Accord:

 First.  The Deputy Chamber of the Congress of the Union pronounced that the authorities of the United States heed opinion Number 19/2005 of the Arbitrary Detentions Working Group of the UN Human Rights Commission, according to which the detention of the five Cuban citizens is arbitrary and in contravention of the necessary guarantees of due process.

Second.  The Deputy Chamber of the Congress of the Union manifests in favor of the actions of the Cuban government to safeguard the human rights of the five Cuban citizens.

Third.  The Foreign Relations Secretary is asked to use diplomatic procedures to deliver a copy of this point of accord to the government of the United States of America, to the government of Cuba and to the international organisms that have pronounced against the violation of the human rights of René González, Fernando González, Antonio Guerrero, Gerardo Hernández and Ramón Labañino.
